Network Manager, and General Management. He has active
Experience in association with International
Organizations likes US Aid, World Bank, ADB, ILO, EU,
UNICEF, WFP, ESBI, WAPDA, Pakistan Bait-ul-Mal, KEL,
AES, LCCI, FPCCI, ECMMA, KPLC, etc. Besides his
professional commitments, He is a keen Social Worker and
represents Trade & Industry in this sector.
Due to his Power Sector
Domain, Kenya Power & Lighting has Selected Vital
Management Services (Pvt) Ltd along with partners
through an international tender process for Consultancy
Services to Review the Kenya Power & Lighting Co. Ltd. (KPLC)
ICT Systems. The task is starting with an evaluation
process to diagnostically review the current ICT
resources and infrastructure, the programme will employ
‘continuous feedback’ re-assessment of system,
technologies, processes, and HR requirements (both skill
sets and numbers) in order to assist the client in
conceptualizing, designing, engineering and running a
reliable and efficient system fully capable of
supporting consistent operational growth. The ultimate
objective is to have an IT enabled framework that fully
manages the complete meter-to-cash revenue cycle.
During
the Country Programming Mission in 2002, the Government
of Pakistan requested technical assistance (TA) from the
Asian Development Bank (ADB) to undertake institutional
capacity building of the National Transmission and
Dispatch Company Limited (NTDC). Through a transparent
process, Shoaib Hamid Khawaja was selected for this
assignment and responsible for the activities which
include

Assess current status of
information technology systems within NTDC, covering
both hardware and software, and the related human
capacity/skills level arriving at recommendations
for consideration by NTDC’s Board of Directors. The
recommendations should be specific in terms of
implementation timetable and costs, as well as
contain a priority list of the recommendations.

Assist with the implementation
of information system enhancements as approved by
NTDC during the TA period.

Review required computer
software and hardware configurations at the power
generator and distribution company levels, in order
to ensure a direct linkage with NTDC's operational
system with the long-term objective of ensuring a
fully integrated system. Make necessary
recommendations for system configurations.
Then he was selected for IT
Component under Technical Assistance No . TA 4870-PAK -
Establishment and Commencement of Operations for the
Central Power Purchasing Agency (CPPA).

The scope of the Central Power
Purchasing Authority (CPPA) is set out in the
License to National Transmission and Despatch
Company (NTDC). The Government has determined that
CPPA would become an autonomous entity from NTDC.
The objective of this assistance is to support and
enable the establishment and commencement of
operations of CPPA.

The TA required a combination
of international and domestic experts. The
international consultants must have in-depth
experience in the power sector trading. The local
experts must have substantial experience in dealing
with the power sector, legal and regulation. About
20 person-months (on intermittent basis) of
international consulting inputs were envisaged.
About 20 person-months of domestic consulting inputs
also allocated. In order for the technical
assistance to be effective the consultants will be
an integral part of the CPPA in the establishment
and commencement of operations.

A computer system development
plan will be drafted and include the principle,
software and hardware requirements for the first 5
years of operation. Detailed plan will be made for
the initial system based on the analysis of current
system. Suggest augmentation or purchase of software
and hardware for initial system.
He was
select for UNESCO DCTE-PITE IT Project (002-UNESCO) as
Director Tech. The main focus was to meet the challenges
of current ICT age, Directorate of Curriculum and
Teacher Education (DCTE) NWFP and Provincial Institute
for Teacher Education (PITE), NWFP were decided to
upgrade their processes and systems by using Information
& Communication Technologies under funding provided by
the USAID and UNESCO managed by Dev.Con. For that data
centers was developed with LAN/WAN facility for end user
to share knowledge and enhance their productivity by
utilizing state of art technology.
He was
Nominated by LCCI to lead the delegation of LCCI in
Muzaffarabad to represent business community in one Day
Investment Promotion Conferences which was arranged by
UNIDO/CBLRP - Community Based Livelihood Recovery
Program - a European Union (EU) funded Program that aims
to restore socio-economic fabric in the earthquake
affected areas of NWFP and AJK through the sustainable
livelihood approach. The message was communicated
effectively and achieved the objectives (Identifying
investment opportunities, Enterprise development,
Improving agricultural production, Rehabilitating
critical minor infrastructure, Vocational skill training
& preventing environmental degradation).
“Save the
Children-UK” has appointed Shoaib Hamid Khawaja as
Consultant to facilitate consultative workshop with the
line departments, and other stakeholders after Policy
dialogues in consultation with the stakeholders to
produce one draft Child Protection Policy paper
(Position Paper) to abolish the use of corporal
punishment in all schools, public and private in
consultation with all stakeholders. He will meet the
concerned state authorities for adoption of position
paper by the AJK government and to ensure that policies
are enforced, and widely publicized.
He worked for Pakistan Water & Power
Development Authority – WAPDA for more than 14 years. He
was Team Leader of Quality Assurance Group of WAPDA IT,
Team Leader of Software Development Team, Member of
Curriculum Design & Development Committees, and Member
of Information Technology Committee etc.
He was the
Director (Projects/Computer) of Pakistan Bait-ul-Mal
where he supervised, monitored, designed, developed &
implemented community base projects like National
Centers for Rehabilitation of Child Labor, Mobile
Dispensaries, Vocational Institutes, Joint venture with
Allama Iqbal Open University, and World Food Program
etc. He implemented team approach, mobilized & organized
Pakistan Bait-ul-Mal through out Pakistan and introduced
Transparent and Cost Effective Project monitoring
mechanism, saved or earned millions of Pak Rupees for
PBM. He was designated as National Coordinator for PBM
joints Project of European Union and ILO.
During PBM
tenure, he conducted the GLOBAL MARCH against Child
Labor throughout the country as National Coordinator on
behalf of Government in General & on behalf of Pakistan
Bait-ul-Mal in Particular. The efforts were highly
appreciated by international Marchers, Media people &
General Public. During March the objectives (To mobilize
world-wide efforts to protect and prompt the rights of
all children) were fully achieved in Pakistan and the
all Government Organizations, NGOs & Public are fully
mobilized.
He was also
nominated as national Coordinator by Pakistan Bait-ul-Mal
for “Combating Abusive Child Labor through Prevention,
Withdrawal & Rehabilitation”, a combine project of
European Union, ILO-IPEC, PBM, GOP and NGOs.
